This project is to plan and construct a Level I/II Medical Aid Stations for the Iraqi Special Police Forces. CMATT/CPATT have worked with the Ministry of Health (MOH) in developing Level I/II Medical Aid Station requirements that meet the new MOH standards. Requirements include efficient management of this TO including accurate, on-time submittals of contract deliverables and timely identification and solution of impediments to successful project execution. Technical requirements include early involvement in the process to allow for the development of the most cost-effective and technically sound solution.

Level I care consists of care rendered at the unit level. It includes self aid, buddy aid, and combat lifesaver skills, examination, and emergency lifesaving measures such as the maintenance of the airway, control of bleeding, prevention and control of shock, splinting or immobilizing fractures, and the prevention of further injury. Treatment may include restoration of the airway by invasive procedures; use of IV fluids and antibiotics; and the application of splints and bandages.

Level II care includes physician-directed resuscitation and stabilization and may include advanced trauma management, emergency medical procedures, and forward resuscitative surgery. Supporting capabilities include basic laboratory, limited x-ray, pharmacy, and temporary holding facilities. Patients are treated and RTD, or are stabilized for movement to a MTF capable of providing a higher level of care. Surface or air movement is coordinated for transfer to a facility possessing the required treatment capabilities. Level II is the first level where Group O liquid packed red blood cells will be available for transfusion.

The breakdown of the scope of work requirements consisted of the following:

Debris, Rubble, and Trash Removal: Clear and remove all trash, rubble, debris, and dead vegetation from all areas within 500 meters of the clinics and to within 100 meters along relevant roads for clinic access. Prevent contamination of the site or other areas when handling and disposing of waste. Upon project completion, the entire site will be thoroughly clean.

Grading and Excavation: Grade all areas to provide a uniform sloping surface. Provide fill material as needed to raise grade elevations in built up areas and to fill low areas, unused ditches, and holes. Areas around building shall be graded to slope away from buildings and facilities in order to provide storm water drainage. Provide storm water management basins or pond areas away from developed areas for storm water detention.

The work shall generally include, but not limited to, the following items:

Install a new and complete building electrical power and lighting system. Work to include all wiring, panels, breakers, switches, outlets, junction boxes, connectors, conduit, and fixtures.

Install a new and complete building sanitary sewer system. Work to include all piping, fittings, hangers, straps, flanges, traps, drains, vents, and fixtures. Ensure that the building is connected to the Base sanitary sewer system. Install a new and complete building water supply system. Work to include all piping, fittings, hangers, straps, valves, faucets, and fixtures. Ensure that the building is connected to the Base potable water supply system.

Plan and install a new and complete heating, ventilation, and air-conditioning system utilizing packaged terminal Air Handling Units (Split Systems). Work to include all condensing units, air-handling units, coils, piping, ventilation and exhaust fans, grilles, registers, ductwork, hangers, straps, and fasteners.

Plan and install a new and complete fire alarm system. This is a local audible alarm relevant to the specific site without transmission capability to an off-site alarm center. Work to include all pull stations, horns, alarms, conduit, connectors, conductors, devices, battery powered smoke detectors; battery powered emergency exit signs, and any other associated material or equipment. Each pull station will be appropriately marked and be connected to alarms sounding inside and outside the building. A smoke alarm must be installed in each room and hallway. Signs will have emergency battery backup in the event of a power loss. Install fire pull alarms on each floor of all buildings.

A minimum of one (1), 8 kg or greater, fire extinguisher per 100 square meters shall be provided. All fire extinguishers shall be mounted to the wall or placed in existing cabinets. Fire extinguishers shall be of the ABC type.

Provide 150 millimeters thick, 30-60 millimeters graded crushed aggregate surface around each of the buildings, at all unpaved parking areas, and at all unpaved driveways. Aggregate surface shall be provided to cover the entire area between adjacent buildings and to 20 meters from the exterior wall of all buildings. Areas to receive aggregate surface shall be graded and the base compacted to 90% maximum density determined by the Standard Proctor Method, ASTM D 698, before placing aggregate. Coordinate aggregate blanket requirements with the site plan drawings.

Clean and remove all debris from the interior of the buildings, on the roof of the buildings, around the exterior of the buildings, the perimeter of the clinic, and roadway network.

Provide final cleanup of the clinic. Final cleanup includes, but is not limited to, sweeping and polishing of all floors, cleaning the glass of the windows and exterior doors, and cleaning the surface of all walls and interior doors as necessary.

Install steel handrails in all stairwells. Handrail shall be capable of resisting a horizontal load of 70 kg at any point. Surfaces shall be cleaned of rust and dirt before painting. Paint system shall be one coat of rust inhibitive primer and two coats of finish. Finish coat paint shall be an alkyd base paint.

Install all exterior doors. Install all exterior doors with aluminum doors and frames with half glass. All necessary hardware, including locks, will be included. Ensure all door frames are flush with the wall and seams are sealed. Insulated steel doors with double paned half glass (half plate, half glass) and dead bolt locking mechanism shall be installed at exterior locations except mechanical rooms and main entrance. Glass in all doors shall be tempered.

Install all interior doors. Install wood doors and door frames at all interior door locations, except to the pharmacy, supply rooms, communication closet, electrical closet, and mechanical rooms. Interior doors to the above mentioned rooms shall be solid core with steel skin. All steel doors shall have steel frames. Paint all interior doors and frames. All necessary hardware, including locks, shall be included for all doors.

The X-ray room must be tested and accepted by a health physicist for non-transmission of radiation. The X-ray room doors shall have an interlocking safety mechanism that shall disconnect installed equipment when the door is open. The darkroom is to have a tight seal to stop any light penetration. Install a revolving darkroom door that will not allow any light penetration to the darkroom.

Install aluminum framed windows similar to existing windows on the installation. Operable windows shall be provided with insect screens. Fifty percent of the total number of windows shall be able to open to providing adequate natural ventilation. Operable windows shall be evenly split on opposite or adjacent walls to allow for cross ventilation. Windows shall be a commercial/institutional grade. Apply reflective/shading film or sunshades on all exterior windows to decrease the amount of sunlight entering into the buildings.

Prepare all walls and ceilings for painting. Texture and paint all exposed ceilings. Paint all walls, except for walls to receive ceramic tile. The wall and ceiling paint system shall consist of one primer coat and two finish coats. Paint shall be water base semi-gloss enamel on all painted surfaces except latrines. Paint in latrines shall be oil base semi-gloss enamel on all painted surfaces.

Heating Ventilation and Air Conditioning: Provide, supply, fabricate and install new heating and ventilation system, including special mechanical systems throughout the building. Provide the ventilation and heating system in accordance with the International Mechanical Code. Install ceiling fans in all rooms, with vibration mounts or hook-type suspension.

Each room shall be populated with multiple RJ45 dual data jacks that can be used for phone or computers. Cable shall be routed back to the communications closet. At a minimum, there shall be at least two dual jacks on opposite walls in each room. Locations and requirements shall be coordinated with the user prior to construction.

All materials and equipment shall be standard product of a manufacturer regularly engaged in the manufacture of the product and shall duplicate items that have been in satisfactory use for at least two (2) years prior to bid opening. Provide water pressure of 1.5 bar to the highest point in the building. In the event that the water distribution system is not sufficient to provide building pressure, then booster pumps with hydro-pneumatic tanks shall be installed.

Electrical: Complete the interior and exterior electrical system with commercial grade wiring and fixtures. This is to include providing new wiring and installation of all switches, lights with covers, ceiling fans, air-conditioning split units w/electric heaters, electrical outlets, breakers, main panels, and a main distribution panel for the clinic as required for a complete functioning system. This completed system will be connected into the installation generated electrical power distribution system.
